Honest scope. Today the badge is a self-declaration that you've mounted the Handsel edge — there is no gate on using it. A certified registry — badges backed by a passing conformance run against your live endpoint (§21) — comes later. When it ships, certified vendors get a verified variant of this mark; the plain badge stays free to wear.
